Admittedly, Olaf's goals and values are simple, but they are important to the tone and overall message of Frozen as a film. Let's take a closer look:

- to inspire joy in Elsa and Anna

In The Film's Context
Olaf's goals, and his single-minded pursuit of them, help propel the plot of Frozen along. He is an active character, aiding Elsa, Anna, and Kristoff even when it puts himself in danger; without his intervention, Anna would even die of cold in the middle of the film. And all his goals and values play into how he approaches these problems--he is heroic because he does not stop at just believing in goodness, but seeks to perform good acts and restore goodness.
